Who all may not require applying?

The laws are different for the application of the visa for UAE from that of a Dubai Visa. UAE visa follows strict guidelines which need to be fulfilled before arriving at the ports of the country.
The countries for free visa delivery at port:
UK(with the right of abode in UK), France, Italy, Germany, the Netherlands, Belgium, Luxembourg, Switzerland, Austria, Sweden, Norway, Denmark, Portugal, Ireland, Greece, Finland, Spain, Monaco, Vatican, Iceland, Andorra, San Marino, Liechtenstein, United States, Canada, Australia, New Zealand, Japan, Brunei, Singapore, Malaysia, South Korea and holders of Hong Kong SAR
It may differ for some special cases.
No requirement of visa for :The citizens of Gulf Countries: Bahrain, Kuwait, Qatar,
Oman and Saudi Arabia.
Countries need to apply visa for UAE:All other countries except the above mentioned list of countries.

Way to apply. :One cannot directly apply but contact a sponsor which could be the specialized travelers, local relatives (they should be the residents of the country), airlines of traveling (if airlines from UAE and not any other country).

The sponsors need to complete all the required formalities on behalf of the actual applicant. The visa must be collected by the traveling person by contacting the visa help desks at the international ports.

A security deposits are charged from the sponsor on applicant’s behalf. This amount is refunded back to the applicant once the journey is over.
